NCM Mutual Fund 2059 to go public

NCM Mutual Fund 2059 will go public Monday to raise Rs.100 million by selling 7,173,200 units at Rs.10.00 per unit under a group investment scheme, an announcement said.

The unit manager will buy 1,500,000 units of the mutual fund and another 1,326,800 will be acquired by the NCM First Mutual Fund 2050. NIDC Capital Market can invest up to 65 percent of the fund collected in shares, 15 percent in debt instruments and 20 percent in institutions for short term and medium term investment.

"The scheme will attract small investors in the stock market," Surendra B. N. Pradhan, General Manager of NIDC Capital Markets said. An investor has to buy minimum 100 units. nepalnews.com br Nov.19


Maoist student body calls strike of academic institutions

The All Nepal National Free Students' Union (revolutionary) Monday made a threat of closing down all academic institutions in the Kathmandu valley starting December 9 for an indefinite period of time to fulfill its 13 point demand.

The ANNFSU (revolutionary) is a sister organization of the Nepal Communist Party (Maoist). The press release signed by Chairman of the ANNFSU (Revolutionary), Debendra Wagle stated that the ANNFSU would also go on a nationwide strike of the academic institutions on December 12 and 13. 

The ANNFSU has warned that it would launch another round of protests if the government failed to heed the demands.

Meanwhile the NCP Maoist announced the death sentence on Navaraj Biswokarma, a new party recruit for collection funds in the party's name and involvement in trafficking in women.  

The party has also cautioned businessmen to aware about its cadres who had been raising funds in the names of Birahai, Ramji and Mitralal. nepalnews.com am Nov 19


Court announces 30 days custodial term for Panta

The special court Monday accepted the CIAA request to grant 30 days of remand to interrogate Chief of the Revenue department Shree Ram Panta for misappropriations carried out by him.

Panta who was absconding had surrendered before the CIAA. He is among the 22 officials of the revenue department whose house was raided by the CIAA. nepalnews.com am Nov 19


Parties criticize cabinet expansion, call for integrated movement

The mainstream political parties have maintained that the extension of the nine-member cabinet Monday by King Gyanendra upon the recommendation of Prime Minister Chand was part of the plan to return to active monarchy.

Leaders of the Nepali Congress and the Communist Party of Nepal (United Marxist-Leninist) said that the extension of the cabinet by inducting some ex-Panchas and businessmen would not be able to address the national problems. The leaders have stated that now they had no options other than to launch a unified movement against the King.

CPN (UML) leader K.P. Sharma Oli who was given audience by the King recently told the media that the King's unilateral movement at a time when the country was in grave political crisis would invite further problems.

Nepali Congress leader Narahari Acharya maintained that the expansion of the cabinet was part of the King's programme to go back to active monarchy. He said as the King had decided to move ahead unilaterally the political parties too should come up with a fixed agenda and launch an integrated movement. nepalnews.com am Nov 19


India should extradite Maoists: DPM

Deputy Prime Minister Badri Prasad Mandal talking to the Biratnagar based correspondent of the RSS said Monday India should extradite the Maoists to Nepal to put an end to terrorism.

He said India should extradite the Maoists since the Indian government has already dubbed them as terrorists after the imposition of emergency in Nepal.

Mandal said the government was ready to hold talks with the Maoists on all issues except constitutional monarchy and multiparty democracy. The Maoist leadership has been expressing its willingness to hold peace talks with the Chand government. 

The Maoists have been demanding for a round table discussion to form an interim government and thereafter hold elections to the Constituent Assembly, which they claim would make the necessary amendments in the Constitution drafted after the restoration of multiparty democracy in 1990. nepalnews.com am Nov 19


Secretary Regmi resigns

Shrikant Regmi, Secretary at the Prime Minister's Office (PMO), said Monday he has resigned. Regmi said he resigned after he was superseded by Dr. Bimal Koirala, a junior, who was appointed Chief Secretary by outgoing Prime Minister Sher Bahadur Deuba nearly six weeks ago. 

Regmi said the super cession was unprecedented and humiliating. Regmi, who said he was sick, resigned after he stayed on leave after Koirala's appointment.

NSC asks ANFAs to unite

The National Sports Council (NSC) Monday asked the rival All Nepal Football Associations (ANFA) to unite after the development of kingdom's most popular sport was adversely affected by the split. 

The ANFA was splint for more than one year between associations recognized by the FIFA and the government. The NSC, the apex sports authority, said the united Association must accept its directives and seek its prior approval for foreign funding. 

The move comes after the appointment of Prime Minister Lokendra Bahadur Chand and days before the tenure of NSC member secretary Binod Shanker Phalike, a Nepali Congress appointee, expires.

16 Maoists killed

Security forces shot dead 16 Maoists in Kailali, Kanchanpur, Kalikot and Jumla in continuing operations in the districts Saturday, the Defence Ministry said Monday. 

Ninety-six rebels are now confirmed dead after security forces recovered bodies on 19 more rebels around Khalangha Bazzar in Jumla Sunday after insurgents attacked the district headquarters of the far west Nepal district. 

61 security personnel died Thursday in Jumla and Gorkha, an official announcement said. 162 rebel bodies have been recovered so far in Jumla and Gorkha where fighting erupted Thursday night. 

Security forces recovered 303 rifles, guns, pistols, explosives, pressure cooker bombs and bullets from the clash sites in Kanchanpur, Kalikot, Kailali and Jumla, the Ministry said. 

The army recovered 11 pressure cooker bombs, 14 bucket bombs, socket and string bombs and food grains during searches in the rebel stronghold of Rolpa Sunday. nepalnews.com br Nov.18


Eight ministers administered oath

In the presence of King Gyanendra, Prime Minister Lokendra Bahadur Chand Monday evening administered the oath of office and secrecy to eight ministers included in the expanded Chand government at the Narayanhiti Royal Palace. 

King Gyanendra, on Chand's recommendation, included them in the expanded cabinet. Formal announcement of the expansion was first broadcast over Radio Nepal at 3 PM. 

Chairman of Raj Sabha Standing Committee Dr. Kesharjung Rayamajhi also administered the oath of office and secrecy to the ministers who are ex-officio members of the constitutional body. nepalnews.com br Nov.18


Santosh Panta resigns from army

One day after resisting pressure to resign from the army under Maoist threat, humorist and satirist Satosh Panta resigned as subedar with the Department of Military Intelligence (DMI), he said in a statement Monday. 

Maoists Saturday told Panta to apologize for his critical appraisal of the rebels in his popular long running tele-serial over Nepal Television and asked him to apologize or face punitive action. 

"I was offered this job by the army intelligence because I am an artist. I don't think the Maoist movement will be successful by murdering me," he said earlier. 

Panta is the producer, writer, director and actor of the popular serial "Hijo Ajako Kura" aired by the state television. nepalnews.com br Nov.18


UML's awareness programme

The CPN-UML Tuesday will launch its month long awareness programme against the assumption of executive powers by King Gyanendra and the dismissal of Prime Minister Sher Bahadur Deuba for failure to conduct the November 13 elections from Kathmandu Monday, the party said in a statement Monday. 

Altogether 450 activists are to participate in the programme, the party said. The party is divided on the issue. King Gyanendra Monday included a defector from the CPN-UML in the Chand government immediately after he quit the party which he criticized for non-cooperation with the monarch.

Background on new Ministers

Ramesh Nath Pandey is a nominated member of the National Assembly, the Upper Chamber of parliament. Kamal Prasad Chaulagai resigned last week from CPN-UML after criticizing the party for non cooperation with the King after his dismissal of Deuba.

Narayan Singh Pun and Badri Narayan Basnet are critics of Girija Prasad Koirala: Pun, a retired army colonel and pilot resigned from the Nepali Congress to form his own party. Kuber Prasad Sharma is the president of the Nepali Hariyali Party which he formed after quitting the Nepali Congress. 

Mahesh Lal Pradhan is a prominent businessman from Lalitpur and Deepak Gyawali is an engineer with special interest in water resources. 

Rabi Bhakta Shrestha is president of the FNCCI. Dr. Asharfi Shah is a practicing medical doctor. Devi Prasad Ojha is a former education minister who joined Bamdev Gautam after a split in the CPN-UML several years ago.

The original Chand government had 7 ministers and 2 assistant ministers (profile of the original ministers). The King expanded the cabinet even as the Nepali Congress and CPN-UML asked the monarch to "rectify" what they call a royal error by assuming executive powers to form the Chand government. 

By expanding the government under article 127 of the constitution, the King has rebuffed the Nepali Congress and CPN-UML who have threatened an agitation.

King expands Chand government

King Gyanendra, "after consultations with Prime Minister Lokendra Bahadur Chand," expanded the  Chand cabinet by adding eight ministers and five assistant ministers Monday, a Royal Palace announcement said. 

King Gyanendra expanded the month old government of Prime Minister Chand by invoking article 127 of the constitution under which the King assumed executive powers and sacked PM Sher Bahadur Deuba on Oct 4th.

Chand, relinquished most of his 14 portfolios to the new ministers. The new ministers include a defector from the CPN-UML, critics of former Prime Minister Girija Prasad Koirala, businessmen and independents.

Another explosion in the capital

Suspected Maoists overnight torched the village development committee building at Dachi beyond Baudha and severely damaged it, police said. 

A bomb went off at the home of businessman Laba Shrestha in Bansbari in the northern suburb of the capital Monday morning, police said. Nobody was injured in the blast that damaged a toilet. 

Bombings and arson attacks in Kathmandu Valley have become routine after a three-day national strike sponsored by Maoists to oppose the suspended November 13 elections. 

Maoists Sunday disrupted traffic in the Deukhuri Valley, Dang, for five hours Sunday by erecting barricades and placing ambushes along the Mahendra Highway, police said. 

The highway was reopened for traffic at 3.30 PM after removing obstacles and defusing bombs. nepalnews.com br Nov.18
