Government breaches rules while designating acting secretaries:Reports
The government has designated joint secretaries Sushil Jung Bahadur Rana and Nabin Bahadur Shrestha to acting secretaries breaching the Civil Service Act and regulations, various reports said.
According to Civil Service Act and regulations, a joint secretary is eligible for promotion to the post of secretary (and will be designated as acting secretary) only after five years of the service. Furthermore, one person cannot be designated acting secretary for two terms.
The government however designated Shrestha to the acting secretary of the foreign ministry after three year of service period and designated Rana to acting secretary for the second time.
This is the first time the government placed acting secretary Rana in the constitutional body against the existing rules and regulations.
In a major reshuffle of the bureaucracy, the government Friday transferred eight secretaries, promoted nine joint secretaries, and designated five joint secretaries to acting secretaries.
Experts say it is violation of rules and regulations to designate joint secretaries to acting secretaries as there are eight secretaries at the reserve pool. nepalnews.com pb Oct 30 05
