Foreign assistance transparent: Martin

Chief of the United Nations Office of the High Commissioner of the Human Rights (OHCHR) Ian Martin has expressed surprise over the King's statement that unnecessary activities are taking place in the capital with the backing of foreign money saying the foreign assistance is transparent.

Reports quoted Martin as saying that he is unaware about what the king's statement refers to as all the donor agencies keep records of their assistance and the utilization of the fund and all of their activities are transparent.

Martin, who is in a two-day long visit of the Eastern region to access the rights situation in the region, said that it is inappropriate to put restrictions on the non-governmental organizations.

Stating that the responsibility of the OHCHR increased as both the government and Maoists are violating human rights, Martin informed that the OHCHR will open regional office in the Eastern and Western development regions to monitor rights violation in these regions.

He added that if Nepal feels the need of UN mediation for restoring peace in the country the government, civil society, political parties and the rebels should request the UN in this regard. He added that the government is yet to request the UN for its involvement in the peace process but other forces have already appealed the UN in this regard.

Stating that the OHCHR has the mandate of monitoring the violation of human rights and caution the concerned parties, he made it clear that OHCHR did not have the authority for political intervention.

While giving directives to the government nominated chairmen and vice-chairmen of eight districts in Bagmati Zone, Lalitpur on Sept 22, King Gyanendra had said that unnecessary activities taking place in the capital with the backing of foreign money. nepalnews.com pb Sep 29 05
