UML to launch campaign for democratic republic

One of the major constituents of the ruling seven party alliance CPN-UML has decided to organize a three month long campaign for "democratic republic".

The ongoing meeting of the party's central committee made the decision Wednesday and also named a six member committee led by standing committee member Bam Dev Gautam to conduct the campaign.

According to UML, other members of the committee are Sahana Pradhan, Amrit Kumar Bohara, Yuva Raj Gyawali, Bishnu Poudel and Yuva Raj Karki.

The meeting, which has been on for the last 12 days, also passed a resolution for progressive reforms.

It was decided that a common programme had to be worked out among the partners of the seven-party alliance and the Maoists for the progressive reforms in the state mechanism.

UML general secretary, Madhav Kumar Nepal also tabled a concept paper drafted by a task force on restructuring the state in Wednesday’s meeting.

Member secretary of the task force Shankar Pokharel said the task force had proposed a federal system of governance to ensure inclusive and participatory democracy.

Reports quoted Pokharel as saying that the state could be divided into three layers: centre, provinces and local bodies.

The central government will take care of international relations, security, monetary policy, multipurpose and national-level development projects, underground resources, human rights and fundamental rights, supreme court and central universities.

The centre may also have the right to settle provincial disputes.

It was decided to address the needs of women, Dalits, ethnic communities, Madhesis, people of Karnali and backward regions. nepalnews.com pb Aug 17 06
