Sharma calls for reform in Judiciary

Supreme Court Justice Anup Raj Sharma has said that a new system of appointing judges and terminating incompetent judges should be brought into effect, in the interim constitution.

An interim constitution, according to him, is a necessity which should incorporate the concept of a free and fair judicial system.

"The new system should appoint new judges and incompetent judges should be terminated. I should be sacked if I am incapable," he said, pointing out that there are still some judges who have been serving since the Panchayat days.

Justice Sharma further said the court should be independent and there should be the provision for re-appointment of Justices.

General Secretary of Nepal Bar Association Madhav Baskota said the interim constitution should incorporate the sprit of the popular movement as it was a bridge to the elections to the constituent assembly.

Political leaders, however, expressed concern that the drafting of the interim constitution was being done in haste without much discussion.

CPN-UML leader Surendra Pandey said the constitution should reflect people's aspirations with an aim to address their problems.

“It should incorporate the concept of inclusive democracy and the process of restructuring the country,” he added.

Nepali Congress leader Suprabha Ghimire stressed the need for forming an interim Constitution, warning that a state of confusion will prevail if the Maoists are excluded. nepalnews.com pb July 17 06
