Rules for interim parliament finalised; draft committee recommends constitution amendment
The drafting committee has finalised the Rules for the Interim Legislative-Parliament by majority.
According to the coordinator of the drafting committee and MP of NC-Democratic Purna Bahadur Khadka, the rules will be submitted to the interim parliament on Thursday for approval.
Meanwhile, the committee has decided to recommend amendment in the interim constitution to incorporate provisions to ensure competitive multiparty democratic traditions. It has decided to recommend the parliament to amend the statute to clarify about the role and necessity of opposition in the parliament. The current interim constitution does not foresee the presence of opposition in the parliament.
The committee has also recommended amending the interim constitution by including provisions whereby the Prime Minister will be obliged to call the session of the parliament within a week if he is submitted with a petition by 25 percent of the MPs.
The committee has also recommended inserting a provision in the interim constitution making it necessary for the Prime Minister to seek vote of confidence at the parliament.
