NSP-A proposes separate prime ministers as heads of 'regional parliaments'
The general convention of the dissident faction of Nepal Sadbhawana Party (Anandi Devi) has approved a concept paper proposing for three prime ministers as the heads of each regional parliament in the hill, Terai and the mountainous region and appointing a “national prime minister” as the executive head of the "national parliament" at the centre.
Newly elected NSP-A chairman and Minister for Commerce, Industries and Supplies, Rajendra Mahato, said this at a news conference in Kathmandu Sunday.
According to him, in order to maintain political stability, such prime ministers will be elected directly by the people. The autonomous regions will be divided on the basis of linguistic, cultural, communal homogeneity and pluralism.
The convention has decided to adopt first-past-the-post electoral system while electing representatives for regional autonomous parliament and full proportional electoral system for national parliament.
