CA passes regulation clearing the decks for writing new constitution
In an important development, the Constituent Assembly (CA), Friday passed the much-awaited CA regulation clearing the decks for starting the process of writing the new constitution.
The CA passed the regulation which was presented by Narayan Man Bijukchee, the chairman of the committee formed to draft it.
The regulation does not have any reference to the system of party whip. It has provisions for various subject wise committees necessary to draft the new constitution.
The CA is expected to make public the timeline regarding the constitution writing process.
The path to pass the regulation was cleared after the four major parties – including three ruling parties Maoists, UML, MJF and opposition NC – decided last week to drop any reference to the 'disputed' issue of whip from the regulation.
