Army integration issue will not hinder constitution drafting process: Nemwang
Constituent Assembly (CA) chairman Subhas Nemwang on Tuesday urged the
people of mountains, hills and the plain to actively participate in the
constitution-making process, saying that "only the constitution prepared
with the participation of the people will be a true people's
constitution".
The CA chair lauded the recently endorsed CA rules of procedure as a "historic achievement" and assured that the thorny issue of army
integration and instances of obstruction of parliamentary sessions by
political parties will not create any hindrance in the constitution
writing process.
The CA chair was confident that the CA rules and regulations will resolve
all the contentious issues and called on all sides to help create
conducive environment to unite the entire country for writing the new
constitution.
Nemwang, who was speaking at a programme organised by Press Chautari in
Pokhara, also said that the people will have to "remain vigilant" to
ensure that the writing of the constitution is done as per the calendar of
events for it which was recently passed by the legislative-parliament.
He also said that the new constitution will be prepared by May, 2010 and
presented before the President for his approval, and advised that until it
is not promulgated "political parties need to maintain a strong unity
among themselves" rather than create division by calling themselves ruling
