Koirala warns PM not to sign any treaty with India

Koirala has warned Prime Minister Pushpa Kamal Dahal not to sign any deal during his first formal visit to India as the head of government.
Addressing the national gathering of the Democratic Lawyers Association in
the capital Saturday, Koirala said the current government does not have
authority to sign any agreement or treaty with foreign country. He
described the Maoist-led coalition government as a 'caretaker government'.
Stating the Maoist-led government is mandated only for daily functioning
of the state affairs, Koirala blamed it for unveiling programmes and
policies beyond its mandate and authority.
Koirala further said the government is responsible for completing the
peace process and write a new constitution for republic Nepal but cannot
carry on with long term agendas. On the occasion, he also urged legal
experts to begin debate on the issue.
However, he expressed his commitment to work for completing the peace
