UML leaders propose a different statute
CPN (UML) leaders Pradip Gyawali, Shankar Pokhrel and Bishnu Rimal have put forward a different statute, for discussion in the party's General Convention starting on February 16 in Butawal. Central Committee member Shankar Pokhrel registered a political document prepared by the three leaders at the party's headquarter on Thursday accusing the statute proposed by the party could not guarantee democratisation of UML.
The document named '15 Propositions for Democratisation of the Party' stresses on power separation and balance, with provision of National Convention Representatives Council (NCRC) to steer the Central Committee. "The NCRC will be a powerful body with authority to review, supervise and amend the party statute if necessary in the period between the two conventions," states the document.
It also proposes for direct election of office holders and members of the central committee by the Convention Representatives unlike the party's statute, proposed by Organisation Department Chief Amrit Kumar Bohara, which proposes the election of office holders from the central committee members elected by Convention Representatives.
The proposed amendments has provision of three layes in the party structure, the Presidium, Central Secretariat and Politburo in contrast to the current statute which comprises of only Standing Committee and Central Committee.
The politburo will lead in formulating policies and the secretariat will implement them. One of the leaders proposing the statute Pradip Gyawali has said that the propositions are not intended to be parallel to the current statute, but as a supplementary one. nepalnews.com Feb 06 09
