Govt proposes administrative structure
The Advisory Committee on State Structuring and Leadership Model of
Federal Republic of Nepal led by Minister for Culture and Restructuring
Gopal Kiranti has submitted its report to Prime Minister Pushpa Kamal
Dahal.
The committee has a three tier administrative system with central,
autonomous states and local units for the new administrative system. It
has proposed to empower the existing wards as the lowest level
administrative units by replacing the VDCs and municipalities.
Speaking at a press meet organised to announce the suggestions proposed by
the committee minister Kiranti said the number of states is not finalised.
The ministry is preparing to suggest formation 15 states, he said.
The proposal does not mention anything about the number of districts,
although minister Kiranti had said there should be about 800 districts in
public programmes earlier.
The committee has also suggested the formation of a Dalit ministry and at
least 50 % participation of women at all levels of government.
The suggestion will be implemented only after the legislative approves it
after necessary amendments.
A cabinet meeting on August 31 last year had decided to establish state
restructuring ministry in order to facilitate the transition to new
