Fresh polls not possible without reinstating CA, says former speaker Nemwang

Former speaker Subash Nemwang has said that there was no alternative to reinstate the Constituent Assembly (CA) to pave the way for fresh election.

Talking to nepalnews, the former speaker said that the agreement among the major four political forces to go for fresh election would not end current political crisis facing the nation until the proper ways are sought to amend the constitution.

His remarks come a day after the four major parties- UCPN (Maoist), Nepali Congress, CPN-UML and United Medhesi Democratic Front (UDMF) decided to go for fresh CA polls after they failed to forge agreement on CA reinstatement option.

"Even to hold fresh election, constitution should be amended and presence of parliament is necessary for this," he said, "So there is no alternative to revive the CA for a short period, even for a day."

According to him, Nepal's interim constitution has not envisioned amendment to the constitution through the decision of cabinet.

"President can remove constitutional difficulties but he can not amend the constitution even if cabinet recommends to him to do so. Such practice will establish wrong tradition," he added.

As per the provision of the interim constitution, support of two third majority of the lawmakers is required to amend the constitution and no amendment can be made in the absence of parliament.

Nemwang also urged the political parties to take into account the constitution provision while discussing about the fresh election. nepalnews.com
