Although many books have already been written in the administrative laws in Nepali, there are only a few books which deal with all theoretical aspects as well as the evolutionary aspect of administrative law in Nepal.

As there is a high demand of books, which deal with all these aspects in Nepali, advocate Keshab Raj Pandey, who also teaches at TU's Public Administration Campus, comes out with his second volume adding the new development and changes that have taken place in Nepal.

As author Pandey discusses widely and extensively about the practices and standards of administrative law, the students of master level and other students in law will benefit by reading it in Nepali language.

By writing this book in Nepali language, Pandey also helps students whose capacity to comprehend the English language is poor. Publishing in Nepali language with simple words, Pandey has made good contribution to enhance the language.

Administrate law is one of the important factors to make the government accountable to the people. Under the court of judicial review, the government needs to conduct its functions with proper standard of legality, rationality and fairness in public administration.

With the expansion of activities of the state in various sectors, there are challenges to govern as various state agencies have their own ways to deal. In this complex process of governance, the administrative law is key to make the government function effectively.

The administrative law is such a complex issue as it involves all the institutions of the state including legislature, executive and judiciary. This also controls the state from moving towards the totalitarian. In short, the administrative law helps fulfill people's wishes to have effective and efficient administration.

According to universal definition, the administrative law has only an indirect and ambivalent relation to the quality of the program outcomes. The primary focus is on procedure (how) officials made their decision rather than (what) they decide. The scholars view that administrative law provides many of the safeguards which prevent government becoming an intolerable evil.

After successfully selling the first publication in fourth volume, Keshab Raj Pandey, advocate and assistant lecturer at Tribhuwan University's General Administrative College, has published second volume with enlarged pages.

Based on the curriculum of Master Degree in Public Administration, the book is also useful to the students of law and other faculty of administration as it deals with the process and evolution of administrative law in Nepal as well as other parts of the world.

Divided into 10 different chapters beginning from an introduction to administrative law, the rule of law, the separation of power, institutional and functional classification, legislative and delegated legislation, tribunal and inquiry, principles of natural justice, ombudsman, judicial review and writ, advocate Pandey discusses all the issues in simple terms.

For those who do not have legal background, Pandey has also special pages for glossary of difficult and complex legal words. One of the important aspects of this book is that the author explains international precedents and procedures giving the cases of Nepal and experiments Nepal has performed during the last six decades of modernization. In this new volume, Pandey also adds new act related to Governance Act.

As Pandey has attempted to write the most complex and complicated subject, the book is insightful as well as very interesting to those students who are pursuing their master's degree in public administration as well as the students of law.
