Nepal-Pakistan Friendly Relations : Excellent

Kathmandu : Mr. Masud Khan Raja, Charge d' Affaires of the Embassy of Pakistan has said that the friendly relations between Nepal and Pakistan is very cordial and excellent.
While speaking on the talk programme organised by Embassy of Pakistan on the subject of "Pakistan's Quest for Regional Stability Through Socio-Economic Development and Regional Cooperation" on 27 October 2009, Mr. Raja said "Our talk always remains inconclusive without mention of our cherished relations with Nepal, which are based upon the principles of territorial integrity, respect for sovereignty and independence and non-interference in each others internal affairs. These principles continue to guide our exemplary relations.
Nepal and Pakistan enjoy sentimental pull of mutual closeness, which is natural, spontaneous and impulsive. But the obvious coziness has not progressed to exploit the existing potential of the two countries. Establishment of Nepal-Pakistan Chamber of Commerce and Industry is a positive step in the right direction to strengthen the bilateral economic relations. The visits of Pakistani delegation are demonstrative of our quest to build trade bridges with Nepal. Currently, a business delegation of Sialkot Chamber of Commerce is here on an exploratory visit. I am sanguine that such business exchanges and corporate interactions would play a pro-active role in promoting exchange of trade and investments.
More students are preparing to leave for Pakistan for professional studies in world renowned institutions and Universities of Pakistan. Every year Nepalese students avail admission in Pakistan. Nepal-Pakistan Maitrta organized a successful seminar in Islamabad this year. Earlier in June, Nepalese Students in Pakistan gathered in Lahore to hold a successful cultural program. These young ambassadors of Nepal are forging linkages of abiding friendship at the level of third generation. The number of Pakistan educated professionals is increasing to make meaningful contribution to the social uplift and economic progress of Nepal. This is matter of great satisfaction for us.
Our cooperation at international organizations and in particular at SAARC forum, is gaining strength. Our prime Ministers met at NAM Summit in Sharm Al Sheikh. Our diplomatic relations and cooperation has persistently followed the upward curve. Pakistan and Nepal signed Tourism agreement in last February. The implementation of this agreement will open new avenues of mutually beneficial cooperation.
In the journey towards a democratic polity, we express our felicitations to the people of Nepal who have, despite all odds, advanced to see a new beginning for their country which is now a Federal Democratic Republic. Three years since 24 April 2006, Nepalese people have evinced political maturity, shown contemporary awareness and immense ability to smoothly manage their own affairs. People are better judge of their home situation and future. We are sanguine that the arduous journey will take Nepal to the ultimate destination cherished by its industrious people. Our cordial prayers and earnest wishes will always remain on the side of Nepal.
Before conclusion, I, once again, wish happiness, progress and prosperity to the people of Federal Democratic Republic of Nepal.

The Big Thaw
Much is being read in the meeting between the Prime Ministers of India and Pakistan in Sharam al Shaikh. India has been at pains to downplay its significance saying that the institutionalized dialogue can only be resumed after Pakistan has acted to prosecute the people behind the terror attacks in Mumbai. India had called off the dialogue in the wake of those attacks. Pakistan has repeatedly suggested dialogue.
Pakistan has been cooperative after the venom spewed by Indian media had been replaced by a rational and systematic approach---something that Pakistan had advocated right from the start. The most recent development has been the handing over of a dossier by Pakistan detailing the status of the investigation. This is now being evaluated by India but no one expects India to express satisfaction. The fact that the two countries are exchanging information and moving ahead in the investigation is a good sign as are the contacts between the Foreign Secretaries and the Prime Ministers. It is evidence gained through investigation that will lead to prosecutions.
There is also talk of resuming the back-channel contact through two selected representatives. This was interrupted by the political change in Pakistan and the Mumbai attacks. Pakistan is expected to appoint an experienced senior person for this task. This will be a good development but it is important that the Foreign Offices on both sides are kept in the loop.
These developments are good if they continue to move forward but the basic issues between the two countries remain on the table unresolved. These will never be resolved unless the formal dialogue restarts. Pakistanis need to be forgiven if they have doubts about Indian intentions. No one in Pakistan believes that India will pass up the chance to exploit Pakistan’ s current vulnerabilities and involvement in the western border area. This belief fuels the perception that India is behind the destabilizing activity in Pakistan —particularly, but not only, in Baluchistan . India has done nothing to allay these concerns or send signals of reassurance.
India has upped the ante by coming out with concepts like the ‘cold start doctrine’ . This envisages a sudden surprise attack on Pakistan before a mobilization process has started thereby ending the process that created a time lag between preparation and action. This time lag often acted as a restraint and led to reconsideration on both sides. Pakistan cannot go by US interpretations of Indian intentions but has to plan on real time capabilities. It would be folly to assume that Pakistan has not reassessed its options. The fact is that such activity shifts focus from the common threat of terrorism to the region and it makes the situation worse when India singles out Pakistan for being the instigator of terrorism and ignores ground realities.
The two nuclear armed states need to talk—informally, formally, through back-channels and every other way. By not talking they are doing what the terrorists want them to do. By talking they will create a badly needed threat reduction environment with the focus on the real threat and the cooperation needed to combat that threat.
Kashmiris want self-determination : Mirwaiz
Srinagar (KMS): In occupied Kashmir, the Chairman of All Parties Hurriyet Conference (APHC), Mirwaiz Umar Farooq has said that the people of Jammu and Kashmir want self-determination to decide their fate.
Mirwaiz Umar Farooq was reacting to the holding of a seminar on self-rule by Peoples Democratic Party.
The APHC Chairman in a media interview in Srinagar said, “Not self-rule, people of Jammu and Kashmir want right to self-determination to determine their fate.” He maintained that pro-India parties were talking about a solution within the constitution of India while the APHC was in favour of a solution outside Indian constitution.
APHC leader, Nayeem Ahmed Khan said that pro-India parties, National Conference and Peoples Democratic Party should not create confusion by talking about autonomy and self-rule. “Through these slogans, they want to hoodwink the people. These parties are always being backed by India,” he added.
Nayeem Khan said, the APHC represents the people of Jammu and Kashmir in true sense. “We are fighting for a cause, which is to heal the wounds of people. Holding seminars on self-rule at a time when international community has accepted Kashmir as a dispute and is building pressure on India to resolve the issue will delay Kashmir resolution. It will create a big confusion,” he added.
China 's 26th Antarctica expedition
ABOARD XUELONG (Xinhua) -- All cruising observations have begun prior to Monday noon on the icebreaker Snow Dragon, or the Xuelong, which took Chinese scientists off Shanghai Sunday morning for the country's 26th scientific expedition to the Antarctica.
Scientists conducted biological sampling with China's self-made high-speed sampling equipment every six hours on the rear deck, with the aim to analyze the oceanic environment along the way on the basis of the distribution, categories and composition of the plankton.
In the chemical laboratory aboard the ship, scientists kept pumping marine water and collecting organic carbon granule and chlorophyl through a filter in order to analyze the transference and transformation of carbon and thereout deduce the global climate change.
An aerosol collector was installed on the dock which covers the driving seat to collect non-gas substance in the air around the clock. Vacuum sampling would be done every 24 hours to analyze components in the air with the help of gas chromatography method.
According to Li Ming from the China University of Science and Technology, the collection of aerosols and gases aims at analyzing the distribution of pollutants in the world, especially in the Southern Hemisphere.
The researcher explained that the Southern Hemisphere consists of more ocean waters than land masses and ocean currents make it easy for pollutants to travel far, which in turn tends to exert an influence on the globe. Thus to pinpoint the Southern Hemisphere as a typical area for research will be more to the point in the study of the global distribution of pollutants.
Ship-based observation is an integral part of polar investigations. Such observation facilitates gathering from different latitudes of ocean biological, ocean chemical, ocean physical and ocean atmospherical data, which will enable scientists and researchers to conduct comparison.
Zhang Yongshan, senior engineer from the Oceanology Institute under the China Academy of Sciences who is put in charge of the ship-based observation, said that the ship-based observation will last the entire trip of the 26th expedition to the South Pole as it has always been the key ingredient of previous expeditions to both the South and North poles by Chinese researchers and scientists.
The team leader of the 26th expedition, Yuan Shaohong, said the investigation vessel, the Xuelong, is expected to sail from the East China Sea to the northwestern Pacific on Oct. 13 before crossing the Equator on Oct. 19.

Amman- Directors from 24 Empretec Centres gathered from 26 to 28 October in Amman, Jordan to discuss Empretec activities, plan expansion of business development services to small- and medium-sized enterprises (SMEs), and consider new strategic directions for the programme. The 16th Empretec Directors meeting was hosted by Empretec Jordan, the Business Development Center. SMEs account for 98% of overall employment in Jordan.
Directors attended from Argentina, Benin, Botswana, Brazil, Chile, Ethiopia, El Salvador, Ghana, Guatemala, Guyana, Jordan, Mozambique, Mauritius, Nigeria, Romania, Uganda, Uruguay, Venezuela and Zimbabwe. This year, the Empretec network welcomed three new members: the Dominican Republic, Tanzania, and Zambia. Expansion is planned in other countries of Africa, the Middle East, and Central America. The United Nations Development Programme is ready to provide financials support for further expansion of the Empretec programme in the Middle East region.
A special session was devoted to overcoming the global economic downturn. Amer Al Hadidi, Minister of Industry and Trade of Jordan, highlighted in his opening address the challenges the Jordanian economy is facing in terms of significant declines in exports and drops in workers' remittances. The actions taken by the Jordanian Government to ease the consequences of the crisis include the development of a national industrial strategy on trade and investment and a new focus on SME competitiveness.

Fiorina Mugione, UNCTAD coordinator of the Empretec programme, in an address to the meeting, encouraged Empretec centres to work on development, to reach out to target groups, to build skills, and to expand entrepreneurs' access to finance.

Washington, D.C.—IFC, a member of the World Bank Group, will provide Banco Bradesco Argentina S.A. with trade finance guarantees that will allow the bank to increase financing for clients’ foreign trade transactions, helping lessen the impact of the global financial crisis.
By joining IFC’ s Global Trade Finance Program as an issuing bank, Banco Bradesco Argentina, a subsidiary of Banco Bradesco Brazil, will be able to expand access to trade finance for businesses operating in key export and import sectors.
“We are pleased to join IFC’ s trade finance program,” said Arnaldo Silva, Director and General Manager of Banco Bradesco Argentina. “This will expand our access to trade finance lines from international banks and allow us to continue supporting the growth of trade business between Brazil and Argentina.”

Since launching the Global Trade Finance Program in 2005, IFC has issued $1.5 billion in guarantees to facilitate trade flows with Latin America and the Caribbean. The network of issuing banks for the region has expanded to 45 banks in 17 countries. More than 45 percent of the guarantees issued benefited local small and midsize businesses and supported interregional trade flows between emerging market nations. Kim Jong Il provides on-the-spot guidance to Pukjung Machine Complex
Kim Jong Il, general secretary of the Workers’ Party of Korea and chairman of the DPRK National Defence Commission, visited the Pukjung Machine Complex and encouraged the workers who started the new-year production campaign.
The workers in Pukjung are now taking active part in the general march of Songun revolution to make a great leap forward in the building of a great prosperous powerful nation in this eventful year.
When Kim Jong Il arrived at the complex, the management and all the workers, reflecting all the people’ s profound feeling of reverence for him, extended the warmest new year greetings to him who is wisely leading the Korean army and people along the road of victory and glory.
After exchanging greetings with the officials, he looked round various production processes including heat treatment, casting and processing workshops which had changed markedly. The Pukjung Machine Complex takes an important position in the development of the country’ s ship-building industry, he noted, and set the tasks for the factory.
More high-performance engines necessary for building fishing boats and cargo vessels should be manufactured to further develop fishery and marine transport in our country that is bounded by the sea on its three sides, he added.
To produce more modern machines, he stressed, it is necessary to push forward with the schemes to put the factory on a modern and scientific basis and, at the same time, launch a drive to apply new technology in production.
He said that the experience of the factory shows that technical innovation is the biggest potential for the growth of production.
He pointed out that the factory must adhere to the WPK’ s policy of attaching importance to science and accelerate the technological upgrading.
He added that the management must run the factory with a scientific management strategy, business strategy, to ensure the implementation of the principle of profitability in production.
He hoped that the workers in Pukjung would fully discharge their role as standard-bearers in carrying out the Party’ s economic policy.

Career Brilliant with Cause of Songun-based Revolution
This year marks the 60th anniversary of death of Kim Jong Suk (December 24, 1917-September 22, 1949). Short as her life was, 32 years, she performed great achievements indelible in the history of modern Korea.
One of them is, first of all, that she defended President Kim Il Sung at the very cost of her life.
Experiencing to the bone the sorrows of a ruined nation under the military occupation of Japan since her childhood, she embarked on the road of revolution in her early years and joined the anti-Japanese guerrilla army at the age of 18 with arms in her hands.
Kim Jong Suk looked up to General Kim Il Sung (1912-1994) as the great sun of the nation who put forth a grand programme for national liberation and inspired all the Korean people to the anti-Japanese struggle. She took it as her highest duty to defend him at the cost of her life.
During the anti-Japanese war there were many crucial moments when the security of the Headquarters was exposed to danger including the battles in Dashahe and Hongqihe. But she devoted herself as a human bullet and bulletproof wall to protect him from danger.
She did her utmost for the good health of the President.
In the severe days of armed struggle she always carried with her a silver spoon and chopsticks and a Dahurian buckthorn spoon for poison-testing of meals for the safety of the Headquarters. She made for him a padded coat with silk cotton, which she heard was bulletproof, and also insoles by thinning her hair out. She washed his clothes and even dried them with her own body temperature in severe winter cold.
In his reminiscences With the Century President Kim Il Sung wrote: “I can never forget the look of Kim Jong Suk trying, biting her lips, not to reveal the chill she was feeling as she had been deprived of the warmth of her body by the wet clothes.”
In the complicated days of building a new society after Korea’ s liberation (August 15, 1945) she remained his shiftless bodyguard, devoting herself for his personal safety.
She also performed a great exploit in effecting the idea and leadership of President Kim Il Sung.
During the anti-Japanese war she had the guerrillas fully grasp the revolutionary idea of
Kim Il Sung under the slogan of “Let us safeguard with our lives the revolutionary idea of the Commander!” and fought uncompromisingly against the practices contrary to it.
Her devoted efforts to carry out the idea and intentions of the President can be found in the facts that she made 600 military uniforms in a remote and secluded mountain and conducted underground activities behind enemy lines in order to inspire broad sections of people to the resistance against the Japanese imperialists.

She visited the then Pyongyang Institute and Central Security Officers Training School to ensure that they perform with credit their mission and duty as the centres for training political and military cadres.
She also paid deep attention to founding the first tank unit, air corps and naval forces. She visited a munitions factory several times and led it to produce the military equipment with its own efforts and technology as instructed by the President. She gave detailed instructions on the work to make the first-ever military colours, uniforms and knapsacks.
The development course of the Korean People’ s Army displaying its invincible might is associated with such devoted efforts of Kim Jong Suk.
The greatest exploit she rendered in her life is that she gave birth to Kim Jong Il and brought him up as the great leader who would bear the responsibility for the future Korea.
She paid deep attention to guide her son to acquire since his childhood ardent love for the country and the nation, noble virtue and human love, resolute, audacious and indomitable courage and grit, generous temperament--all the qualities and characters befitting a great man.
Even at the last moments of her life she earnestly told her little son that he must faithfully support President Kim Il Sungand successfully carry forward his cause.
True to her will, Kim Jong Il has firmly safeguarded Korean-style socialism under the banner of Songun by brilliantly carrying forward the cause of the President and is now ushering in a new era of building a great, prosperous and powerful socialist nation.
Years have gone by with the changes of an age and generations. However, the great exploits she performed for the country and the people shine brilliantly together with the prosperous socialist Korea.
Chinese mainland-Taiwan trade volume down 29.7% in first three quarters
BEIJING (Xinhua) -- Trade volume between the Chinese mainland and Taiwan was 73.63 billion U.S. dollars in the first three quarters, down 29.7 percent year on year, according to the Ministry of Commerce.
Mainland's exports to Taiwan were 13.92 billion U.S. dollars in the first nine months, down 31.6 percent year on year. Imports from Taiwan was 59.71 billion U.S. dollars, down 29.2 percent from a year earlier.
During the January-September period of this year, the mainland approved 1,764 projects invested by Taiwan companies, representing an increase of 4.3 percent over the same period last year.
The mainland received 1.29 billion U.S. dollars of direct investment from Taiwan in the first three quarters, a decrease of 11.2 percent from a year earlier

Beauty and Beyond in Thailand
Under this year's concept, the Miss Thailand 2009 contest will search for someone with a good heart as well as brains and looks
Little girls dream of being a beauty queen, and at the national level there are three titles to pursue: Miss Thailand, Miss Thailand Universe, and Miss Thailand World.
The Old Vajiravudh Students Association revived the national beauty contest in 1964, and eight Miss Thailands were crowned till 1972.
A dream come true for Chutima 'Kaimook' Durongdej, she became Miss Thailand Universe 2009, which took her to the Miss Universe pageant in the Bahamas, to bring back home the Miss Photogenic Universe Award. Channel 7 has been running this beauty contest since 2000 with Kaimook as the 10th Miss Thailand Universe.
Entertainment giant, BEC-Tero sends their beauty queens to the Miss World contest. The Miss Thailand World 2009 final will be televised tomorrow night on Channel 3, from 10:30pm, and the winner will go to the Miss World contest in December in Johannesburg, South Africa.
The original Miss Thailand though is organised by the Old Vajiravudh Students Association, which now has MCOT and Modernine TV as its partners in broadcasting the contest. Also taking place this month, the Miss Thailand 2009 attracted 310 applicants but only 18 hopefuls have made it to the final on October 28.
The winner will join the Miss Thailand Hall of Fame, which includes Apasra Hongsakula, Cheranand Savetanand, Kanok-orn Boonma, Porntip Nakhirunkanok and Sawinee Pakaranang.
The first Miss Thailand, then Miss Siam, was Kanya Tiensawang. Beauty and politics seem to be of two different worlds but the Miss Siam contest was actually a spin-off from the change in the country's ruling system. Held on December 10, 1934, at Saranrom Royal Park, it was a highlight of a fair to celebrate the Constitution and to promote democracy.

After Kanya Tiensawang, there were four other Miss Siam, before changing the title to Miss Thailand in 1939. The annual beauty contests were cancelled during World War II, then resumed from 1948-1954. The government then stopped organising the Constitution fair as well as the pageant.
Its comeback a decade later not only gave the country a Miss Thailand but a Miss Universe. The beauty contest was revived by the Old Vajiravudh Students Association, which after two years of crowning a Miss Vajiravudh renamed it as Miss Thailand.
Finishing high school in Penang, Apasra Hongsakula entered the Miss Thailand 1964 contest, and after winning the title, she went on to become the first Miss Universe from Thailand.
''It was the first time for Thailand to participate in the Miss Universe contest. Thus, the new age of the Miss Thailand beauty contest began to follow an international standard of beauty, for example height was important as well as communication and language skills. Miss Thailand took on a greater responsibility as a cultural and tourism ambassador to promote Thailand to the rest of the world,'' she said.
The judges didn't overlook beauty and they were backstage taking a close look of the contestants, who had to get up very early to come to Saranrom Royal Park. ''We didn't even have the time to finish putting on makeup, and so the judges virtually saw our true beauty and they even looked at our hands,'' said Apasra, who's now a spa entrepreneur.
