DPRK Will Take Corresponding Measures against Hideous Politically-motivated Terrorism: CPRK

Pyongyang (KCNA) -- The Committee for the Peaceful Reunification of Korea (CPRK) issued the following statement on Tuesday:

As reported, there were press conferences with Pak Jong Suk and Jon Yong Chol shortly ago. Pak came back to the DPRK after being lured and abducted to south Korea by the south Korean puppet regime and Jon, a defector to the south, was arrested after infiltrating into the DPRK to destroy statues symbolic of the dignity of the supreme leadership of the DPRK and its monuments under the manipulation of the U.S. and the south Korean regime. The press conferences fully revealed the truth about the U.S. and the south Korean regime's allurement and abduction of residents of the DPRK and their attempted terrorism.

Now the service personnel and people of the DPRK and all other Koreans are expressing irrepressible resentment at those attempted terrorist acts and they have aroused concern and shock among the world people.

Their attempted terrorism is a blatant challenge to the dignity of the supreme leadership of the DPRK, a wanton violation of its sovereignty and a grave breach of international law.

This indicates that the hostile forces' moves for subversion and sabotage against the DPRK have entered a very dangerous phase of action. The above-said cases go to clearly prove once again that "defectors to the south" and "human rights in the north" much touted by the U.S. and the south Korean group of traitors are nothing but hypocrisy and their real aim is to do harm to the single-minded unity of the DPRK and bring down its social system.

Much upset by the disclosure of their crimes in the eyes of the world, the U.S. and the south Korean regime are letting loose a spate of sheer sophism that they "have no hostile intents", it is "an individual deed" and it is "a unilateral smear campaign of the north" in a bid to mislead public opinion, Worse still, they are making desperate efforts to conceal the recent cases by such base methods as killing and eliminating those involved in them.

With nothing, however, can they conceal or hush up their unethical and hideous crimes.

Moreover, it is becoming clearer with each passing day that the recent attempted terrorism was an organized and premeditated crime of the U.S. and the puppet regime.

Wicked traitor Kim Yong Hwan was recently arrested by the Chinese security authorities before being expelled to south Korea. His crime once again confirmed how desperately the regime is working to destroy and sabotage the DPRK.

All facts clearly prove that the U.S. and the puppet regime are the worst human rights abusers and chieftains of abduction and terrorism.

Now that the U.S. and the puppet regime are luring and kidnapping residents of the DPRK in wanton violation of international law and attempting nefarious terrorism against the dignity of the supreme leadership of the DPRK, it has a legitimate right to take all corresponding steps, pursuant to the DPRK Law and the International Convention on Human Rights and Anti-Terrorism.

The Committee for the Peaceful Reunification of Korea is authorized to solemnly state as follows in this regard:
The U.S. and the south Korean puppet regime should stop at once the act of luring and abducting DPRK citizens, make an official apology for the hideous politically-motivated, state-sponsored terrorism against the dignity of its supreme leadership and sternly punish the prime movers.

They should immediately disband anti-DPRK plot-breeding and terrorist organizations including the "Front for Liberation of North Korean People" and the "Society for Destroying Statues", despicable groups of traitors, and discontinue such base and reckless acts as bribing human scum and hurling them into crimes.

In case the DPRK's just demands are not met, there will follow corresponding measures including punishment of criminals involved in monstrous terrorism and other subversive and sabotage acts against the DPRK and the operations to lure and abduct its citizens.

We declare that among the targets to be punished will be Kim Song Min, representative of the "Radio Free North Korea" who is the prime mover of the recent attempted terrorism, Pak Sang Hak, representative of the "Federation of the Movement for Free North Korea" who is keen on abduction, terrorism and plots, Jo Myong Chol, former director of the "Unification Education Institute", and Kim Yong Hwan, a despicable renegade.

We will in the future, too, never allow those abductors, terrorists and saboteurs who dare hurt the dignity of the supreme leadership of the DPRK, encroach upon its sovereignty and threaten the safety of its citizens and their organizers and those involved in them to go scot-free even by scouring all parts of the earth.

The U.S. and the south Korean conservative group will be wholly accountable for all this.

It is an inviolable and legitimate right of the DPRK to devotedly protect the dignity of its supreme leadership and safeguard its sovereignty and the safety of its people.

Those who dare hurt the dignity of the supreme leadership of the DPRK and its social system and people will not be safe no matter where they are and they will not be able to escape merciless punishment of the army and people of the DPRK.

The U.S. and the rat-like Lee Myung Bak group should clearly understand that the steel-strong single-minded unity of all the service personnel and people of the DPRK is unbreakable as they are under the great illustrious commander.

Diplomatic corps briefed on LLRC implementation

Sri Lanka : Minister of External Affairs Professor G.L. Peiris and Secretary to the President Lalith Weeratunga, met with the diplomatic community and a comprehensive briefing took place on the work under way regarding implementation of the recommendations contained in the Report of the Lessons Learnt and Reconciliation Commission, with emphasis on the results already achieved and the planned trajectory for co-ordination and implementation in the future. The detailed matrix, including priorities, the institutions entrusted with responsibility, key performance indicators and time frames, was explained to the diplomatic community. Prof. Peiris said that the Cabinet of Ministers, two months ago, had approved of the establishment of a mechanism under the Presidential Secretariat, headed by the Secretary to the President, to be in overall charge of implementation of the LLRC Report. The matrix prepared by this Committee was presented to the Cabinet by President Mahinda Rajapaksa and was endorsed by the Cabinet, Minister Peiris said.

He added that full information in this regard was made available to local and international media at the briefing held by Minister Peiris and Presidential Secretary Lalith Weeratunga at the Ministry of External Affairs last week. It was considered appropriate to have an interactive session with the diplomatic community, he said. Secretary to the President Lalith Weeratunga explained in detail the approach which his Committee adopted to the work they had undertaken. He said that the recommendations, capable of short term implementation, had already been given effect, while work had begun in a structured manner with regard to the longer term proposals.

Both Prof. Peiris and Mr. Weeratunga emphasized the importance of acknowledging the substantial results already achieved on the ground within a far shorter time span than had been necessary in post conflict situations in other parts of the world. This is of particular relevance in the context of the significance consistently accorded by international law and practice to domestic remedies and procedures, they declared. Their presentations to the Ambassadors and High Commissioners were followed by an extensive discussion.

Photo Session with Representatives of  War Veterans

Marshal Kim Jong Un, First Secretary of the Workers’ Party of Korea, First Chairman of the DPRK National Defence Commission and Supreme Commander of the Korean People’s Army, had a photo session with the representatives of war veterans to the celebrations of the 59th anniversary of victory in the great Fatherland Liberation War.

Present there were senior officials of the Party, the state and the army, including Kim Yong Nam, Choe Yong Rim and Choe Ryong Hae, and anti-Japanese war fighters, including Ri Ul Sol, Hwang Sun Hui and Kim Chol Man.

Kim Jong Un, with a beaming smile on his face, waved back to the participants in enthusiastic cheers, extending warm greetings to them.

He warmly congratulated the war veterans who beat back the US imperialists’ invasion in the hard-fought battles on which hinged the destiny of the country, honourably defended its freedom and independence and performed undying feats in the war, under the guidance of the Party and the leader, and had a photo session with them.

He expressed his expectation and belief that they would keep themselves in good health and pass on the rising generation as legacies the collectivism and mass heroism they displayed during the Fatherland Liberation War and thus encourage the younger generation to steadfastly carry forward the revolutionary cause of Juche, the revolutionary cause of Songun.

Celebrating SJSU Nepal Day

Motherland Nepal is celebrating a Nepal Day at San Jose State University on Wednesday, 19 September 2012.   This is a joint program with the SJSU Campus Reading Program, supported by the Associated Students of San Jose State. This year, San Jose State has selected Conor Grennan’s Little Princes, a book set in Nepal, as a book all on campus are encouraged to read.  They have reached out to Motherland Nepal to help them better understand and appreciate Nepal.

Motherland Nepal is proud to organize and present the diversity of Nepali culture on this day. We are happy that SJSU has chosen Nepal as their focus for an international cultural day celebration. We would like to thank SJSU on behalf of the Nepali Community in California.  Nepal is celebrating Lumbini Visit Year 2012.  Lord Gautam Buddha, Light of Asia, was born in Nepal, so his birthplace is visited by Buddhists from all over the world who pay homage at this holy place. Nepal is a good destination for nature lovers as well as religious tours. We have many holy places for Hindu as well as Buddhist pilgrimages. We have wide range of the Himalaya, having the 8 highest peaks in the world, including the tallest mountain, Mt. Everest.

As we have diversity of flora and fauna, so we have multicultural society. Come to SJSU on the afternoon of 19 September 2012 to taste a part of our culture.  See our dances, hear our songs.  View some Nepalese paintings by famous Bay area Nepali artist Youvak Tuladhar.  Eat some of our delicious food!  The evening will end with a 7:00 pm showing of an exciting new Nepali film entitled American Dream which was entirely shot in the Bay area by Nepali-Americans (it will be subtitled in English—come one, come all!).

Kim Jong Un Sets Forth Tasks for Effecting Kim Jong Il2 s Patriotism

Pyongyang  (KCNA) -- The dear respected Kim Jong Un in his work "Let Us Effect Kim Jong Il's Patriotism and Step Up the Building of a Prosperous Country" called on all the officials, party members and other working people to learn from leader Kim Jong Il's noble patriotism and effect it just as it is. Kim Jong Un in the work underlined the need to intensify education to instill Kim Jong Il's patriotism deep into the minds of the people. He underscored the need to educate the party members and other working people in Kim Jong Il's patriotism in a principled, deep and broad way so that they can become genuine patriots who devote themselves to the future. Education in Kim Jong Il's patriotism should be conducted in a substantial way in combination with practice, he said, and continued:

Genuine patriots are those who unswervingly follow the path of true patriotism despite difficulties and hardships and those who sincerely and timely carry out revolutionary tasks entrusted to them by the country and the people.Education in Kim Jong Il's patriotism should be carried out to suit the specific conditions.

Patriotism is not an abstract notion. It originates from the yard of one's own home. All the party members and other working people should be educated to become genuine patriots who love their families, spruce up their own hometowns and manage well their work places and devote their sweats and energies to glorifying the country.

Effecting Kim Jong Il's patriotism means thoroughly carrying out his idea and desire for the prosperity of the country and the happiness of posterity, and conducting all the work for the prosperity of the country the way he did.

We should faithfully carry forward and complete all the work Kim Jong Il had planned and tried to realize in his lifetime in order to materialize his idea and wishes in this land.

The greatest patriotism lies in defending the country. All the people should attach importance to the military affairs, sincerely learn them and devote their patriotism to the sacred war for defending the country if the enemy provokes.

We should become genuine patriots in the Songun era and build a thriving socialist country to be proud of just as the generation right after the country's liberation built new democratic Korea in hearty response to the call of President Kim Il Sung to display patriotism and just as the heroes in the Chollima era built a land of bliss for the people on the ruins after war. The Korean nation has long suffered from unspeakable misfortune and pains after foreign forces divided it into the north and the south. To reunify the country is the supreme task of the nation that brooks no further delay. National reunification precisely means patriotism and national division treachery. Whoever truly loves the country and the nation should valiantly turn out in the just struggle to reunify the country true to Kim Jong Il's noble patriotism whether they are in the north, the south and abroad.

Officials should not just sit down and worry over the country but become genuine patriots who uphold the country with total dedication.  "We serve the country and the people!"-- the slogan put up by the party is a patriotic one which all the officials should hold fast to. Officials serving the people should work hard and hard with patriotism so as to make the country prosperous and people lead an affluent life. he country will emerge as a thriving socialist nation when the hot wind of learning from Kim Jong Il's patriotism prevails in the country and all the people fully embody it into practice, Kim Jong Un stressed.

Outlaw The Anti Sedition Law

It is often claimed that dissent is an inherent part of any system if it truly democratic. This respect for dissent was the famous note of philosopher and one of the architect of French revolution Voltaire who said,’ I may disagree with you but I will defend your right to disagree with me’. The point was that political arguments must be countered with arguments and that there is no scope for violence in a truly democratic society. All issues are settled amicably with negotiations and those in the power structures gives opportunity to dissenters and try to reduce the differences with political viewpoints. It means that if despite that there are differences then there will be a political decorum and we will not doubt the integrity of the people.

A political democracy would virtually fail if the societies are not democratized and will meet the same problems as the countries in South Asia including India. We embarked on political democracy on August 15th, 1947 and had our republican constitution on January 26th, 1950. Our Parliament was sovereign and constitution came into being only after a heavy discussion on each topic included in it. Despite, all their short comings, a majority of the parliamentarian that time were by and large secular (not in a true humanist sense but in typical Indian situations with following their own religious values strictly). While the constitution was new and every aspect of it was thoroughly debated in Parliament, the country inherited many laws developed by the colonial government and these laws still govern us.

The forest act, the companies and societies act, criminal procedure Code, and many other codes were developed during the British Raj and now it is felt that these laws must be changed and tuned to Indian situation. Many of these laws have been changed but one such law which need a complete change is the Sedition law in India and it is being used to harass activists, writers, protesting groups. The most celebrated victim of this law is Dr Binayak Sen, who is vice president of People’s Union for Civil Liberties and based in Raipur, Chhatisgharh. He was charged with connection with Maoists.

Another PUCL activist in Uttar-Pradesh Seema Azad who is a journalist too along with her husband Vishwavijay, has been charged with sedition. The charges again are links with Maoists and keeping the Maoist literature. Now, it is quite strange as why we are afraid of a literature which is already available on the internet. Why does our government harass people of being ideological? Is democracy losing war ideologically and using laws to harass people according to their class and caste. Actually, India is a clear example how our political class have used laws to suppress growing assertions and demands of the marginalized and minority communities.

I have not come across any writings of Binayak Sen or PUCL which are more threatening or hate mongering than Bal Thackery or Sadhwi Ritambhara. Thousands of people have been killed in violence and open instigation of violence by various offshoots of Sangh parivar. In fact, most of the inquiry commission reports have open charged them with various activities spreading hatred against particular communities but hardly do we see any action being taken against them. The recent bomb blasts cases reveal role of the Hindutva outfits in terror and yet they are not treated as terrorists. The initial reaction of Maharastra police to Pune’s recent blasts was that it was not a ‘terror’ attack. It seems the police had suspected the right wing Hindu element in it at the initial phase and hence did not want to name them.

While activist like us feel that we have a right to question the very authority of the state in deciding about the rights of the people. There were many people and communities who have been staying at a certain place for years and much before the current Indian state and constitution came into being. It is not that we delegitimize the state because we all believe that it is our country and when we criticize the action of the state, it comes from the inner feeling that the state action should be better. Our heart cry for our people and that is why reaction comes against state brutalities. When state is a welfare state then questioning withdrawal from the welfare meaning itself has to be done.

Interestingly, the biggest votaries of these terror laws are the rightwing Hindutva forces whose own track record related to violence and instigating hatred is well known and well documented. Unfortunately, our TV channels and newspapers have legitimized their actions and placed their crafty questions to Indian psyche. Therefore, in India, an upper caste Hindu cannot be anti-national. It will be rare because he or she will get so much of sympathy and support. The selectivity of Indian state is visible at every place. You can see that the victims of 1984 massacre of Sikhs in Delhi are roaming free. The champions of Babari Masjid demolition have enjoyed power and in fact the biggest culprit presided over the Home Ministry and is still looking forward to become the prime minister of the country. Another culprit of violence against three thousand Muslims in Gujarat is getting certificate of the ‘best’ chief ministers of India and he is also make ‘valiant’ efforts for Delhi 2014.

The Muslims were killed in Gujarat. They were killed in the aftermath of Babari mosque and it is they who fill are jails under POTA and TADA laws. The media was trapped in its own definitions and hence used the framework which is suitable to the dominant class networks of India and hence most of the time these debates look farcical. We know we cannot change the law as we will only change the level. TADA was dropped and we brought a more dangerous law then it named as POTA. And whether it is TADA or POTA, a huge majority of those arrested and humiliated were Muslims. This was a case when the so called ‘ Sikh’ terrorism was on the prime then every Sikh was a ‘terrorist’ and could be identified easily.

Our laws easily get into that simplification and today all Aadivasis who are asking questions and seeking recourse are termed as Maoists. The question is why our government is really afraid of Maoists? What can a handful of Maoist do? And if the government thinks that Maoist propaganda is more powerful than its own propaganda what is it doing? Is government machinery failed in these regions and if yes the why? Just saying whether you are a Maoist or not, the media tend to pass judgment on a person’s right to speak and question the state. We never question any one whether he is Hindutva party member or not. You cannot kill ideologies through such brutality and defamation where media become a strong arm of the state’s propaganda machinery or right wing forces who pretend to provide opposition in parliament and assemblies but remain same on the major issues related to minorities and marginalized.

Ironically, the government is ready to speak to those who are with arms as Mani Shankar Iyer says but feel more threatened from a writer or author who writes sympathetically to the aadivasi issue. In the entire debate against seditions or our laws, we actually ignore the vital issues of discrimination against minorities and marginalized. And that it is they who are the victims of these laws. Sita Ram is a Dalit who was charged with Sedition for burning the effigy of Haryana Chief Minister, Bhupinder Singh Hooda. Now we were question about why did they burnt the effigy but the question is why don’t we debate the entire issue of Bhagana and how the jats have thrown away the villagers from that place. Don’t we know how the Haryana state has succumbed to the Jat fancies and Jat can do no wrong in Haryana.

The Indian state is notorious in such selectivity. Anna Hazare and his friends have been using the filthy language against all the institutions of Indian state. They condemned the political class, charged the prime minister of corruption, defaced the wall of prime minister’s house and even questioned the legitimacy of the parliament but there was no action. I believe in their right to do so because I sincerely feel that Indian people know more than Hazare and his group about India and they can decide about their future in a much better way. What one feel is why this much of freedom is not available to the people in those Zones. I cannot move in Jharkhand or Chhatishgarh or even in zones of Uttarakhand with a Che Gueavara T-shirt.

My point is simple. Is Indian state that week that it could be threatened with people who challenge its authority? Do the people in Kudankulan have a right to protest against Nuclear Power Plant or not. We all know it is important for the nation building but then why can’t these plants be placed in some other locations. Why the people are not taken into confidence because the state of India does believe in threatening people and it feel it can dislocate all the people at its own wish. Yes, it is these situations which are like ‘karo ya maro’ for those who suffer. It may have no impact on us and we can shout slogans with Vande Mataram and inquilab Zindabad but for those who have be slaughtered at the altar of a grand Indian ego of a ‘powerful nation’ will always protest and ask for their legitimate right.

Often questions are asked our army is fighting battle for us and hence we cannot belittle their efforts. Why can’t the Kashmiri say that our army is fighting battle for them? Why the people in Delhi have to say that. There is no country without people. And if India is united, it is not because of its army but because of its people and their common will to live together. Therefore, the issues in Kashmir and elsewhere cannot be settled with heavy handedness of the army and according to the prism of nationalism based in Delhi. We will have to see nationalism in these small units too and whenever the two nationalisms contradict each other there is crisis. The Hindu nationalism wants to dictate the terms and conditions to aadivasi nationalism or Kashmiri nationalism and hence the crisis and then only meaningful thing is possible through a dialogue. You cannot bulldoze them with your army and power. At the end of the day, we have to go through democratic process.

Sedition laws are like Blasphemy laws which are being used to silence your opponent in a selective way. We all know how Blasphemy law is used against minorities in Pakistan and other Islamic countries. All the Indian laws in the name of ‘terrorism’ or Seditions have similar stories to narrate. Those who have blood at their hands of innocent people enjoy power and the government failed to provide justice to those people and very unfortunately it is the victims who are being victimized further in the name of national integration. A society full of discrimination cannot be saved through such drastic laws. Indian state will have to make way for negotiations and bring the tribal people into mainstream. By branding each aadivasi as Maoist the government is serving its own purpose to intervene and hand over those natural resources to the big power corporations.

All such laws which humiliate people must go. The government has to improve its functioning and reach out to the people. The answer to internal insurgency is more democracy. The government must admit that our political democracy has betrayed to the most marginalized and they feel isolated and alienated in it and unless they are part of it and are represented fairly in it, there will always be disconnect with the so called mainstream India. It is equally important to revisit the planning process of those areas where tribal live and how far have we been able to integrate them in our mainstream. Unless, we discuss these issues threadbare and comprehensively, no debate on Sedition laws or anti-terror laws would be completed. Just targeting people based on meeting someone or reading some book or magazine show the absolutely jingoistic state which want to control your ideas and dictate what you want to read.

Democracy is successful when there is a dissent and political opposition. Not every dissent is meant to weaken the democracy and the fact is most of the human rights activists, those fighting for the rights of tribal and marginlised are doing so to strengthen the democracy and not to convert it into an oligarchy of a rich caste elite based in a few metropolitan cities of the country. The country should be thankful to dissenters who despite being lesser in number dare to do so taking great risk of their lives and liberty. The state should respect that and in the greater interest of democratic polity, such draconian laws and their interpretation must immediately be withdrawn and a process of negotiations should start with all the stake holders so that a just and permanent peace could be established in the region. Let the multiple ideas flourish to strengthen democracy so that there is no need for seditions and any other antidemocratic law which violate individual freedom and right to freedom of expression.

Speech of Chinese Ambassador at CRI Confucius Classroom

"I'm very pleased to join you to celebrate the third anniversary of the Confucius Classroom by China Radio International(CRI) Nepali Service, and 57th anniversary of Sino-Nepal diplomatic relations.

China Radio International Nepali service was formally launched in 1975 and now broadcasts 4 hours a day through medium wave and short wave. Over the past three decades, the CRI Nepali Service has crossed over Himalayas and made positive contributions to the development of China Nepal relations. Three years ago CRI also officially opened Confucius Classroom in Nepal, which has become a place for Nepalese people to learn Chinese and understand Chinese culture, and a platform for cultural exchanges between the two countries. It can be said that the Confucius Classroom has become a most effective and direct key of the Nepalese people to understand the ancient and contemporary China.

Confucius is a great Chinese philosopher and educator. The Confucianism he founded has produced far-reaching implications not only in China, but also throughout East Asia and Southeast Asia, which has been the foundation of the traditional Chinese culture. Many of his ideas have run through the development of Chinese ethics, and have become the core factors in the Chinese value system. China today has inherited and developed the ideas of Confucius, and has proposed the path of peaceful development, pursued a win-win strategy, and made great efforts to the building of a harmonious world.

Since the establishment of diplomatic ties 57 years ago, under the joint efforts of both sides, our bilateral relations have been increasingly close and cooperation in various fields are fruitful. Political mutual-trust between the two countries has been continuously deepened, and we have maintained close coordination and cooperation in international and regional affairs, China and Nepal are always trusted friends and partners. Our bilateral pragmatic cooperation is fruitful and economic and trade relations have developed rapidly. The bilateral trade volume reached nearly $ 1.2 billion last year, increasing by 61% compared to the year before last. China has provided a variety of economic and technical assistance to the Nepal which has played a constructive role in the improvement of Nepalese people's livelihood and economic development. The non-governmental exchanges between China and Nepal have also been promoted. Four batches of Chinese teachers and eight batches of Chinese volunteer teachers has been to the Nepal to introduce Chinese culture, which has pushed forward the exchanges at all levels and in many fields between China and Nepal increasingly frequent, and the traditional friendship more deepened. Looking into the past 57 years, although the world has its ups and downs, our traditional friendship has withstood the test and has set an example for the relations between countries featuring equality, friendly coexistence and mutually beneficial cooperation.

As we celebrate the 57th anniversary of the establishment of diplomatic ties and the 3rd anniversary of Confucius Classroom, please allow me to express my heartfelt thanks to those who have always concerned about and made positive contributions to the promotion of friendship between the two countries and the two peoples. Meanwhile, I believe that China Radio International Nepali Service and its Confucius Classroom will also continuously play a role as a bridge to connect the two peoples, and will constantly reinforce the bilateral friendly basis of public opinion and promote bilateral cultural exchange, and will play a more active role in promoting the friendly relations between the two countries.

The world today is undergoing great changes and adjustments, and prospects for development of relations between the two countries are broader. As good neighbors, friends and partners, the Chinese people are always sincerely watching the development of Nepal with the friendly feelings. China will continue to provide assistance within its capacity to promote Nepal's economic and social development'.

Investigation into attacks against prominent journalist

Vienna - After two months of investigation, the public prosecutor of Bulgaria’s Dupnitsa region concluded that arsonists who gutted the car of award-winning investigative journalist Lidia Pavlova were persons unknown, and closed the probe.  Pavlova’s family car was set on fire on 25 May, 2012 in the town of Dupnitsa, where she resides. The incident marked the second time her car had been destroyed. Her 22-year-old son, Ivan, who has been attacked several times, reportedly as a form of pressure on Pavlova, was driving the car on the night of the latest incident. When she learned that yet another aggression would go unpunished, Pavlova said, as quoted by the Sofia-based daily 24 Tchassa, “I know who ordered and executed the latest attacks.” She claims to have a witness who is too scared to testify in front of the police.

The Vienna-based South East Europe Media Organisation (SEEMO), an affiliate of the International Press Institute (IPI), calls on Bulgaria’s authorities to reopen the case and investigate all attacks against Pavlova, who specialises in investigating organised crime in southwest Bulgaria. She formerly worked for the Blagoevgrad-based daily Struma, and is currently editor-in-chief of the regional daily Vjara.  Pavlova has investigated the so-called “Galevi brothers”, local businessmen who have been the subject of several criminal trials. As SEEMO reported, she has received a number of threats since trials against the Galevi brothers and their alleged accomplices began.

In November 2008, her son Ivan Pavlov was beaten and his eardrum was broken after he supposedly spilled water on the shoe of a bodyguard of the Galevi brothers.  After a two month detention, the bodyguard received a conditional sentence.

On 16 May, 2009, hours after the initial trial against the Galevi brothers and their alleged accomplices commenced, the rear windshield of Pavlova’s car was smashed and police found a bullet inside the car.

On 1 January, 2010, an assailant severely beat Ivan Pavlov at a local establishment where the young man was celebrating the New Year with his girlfriend. Ivan Pavlov sustained severe injuries to the head and spent three days in the intensive care unit of the local hospital following the assault. The perpetrator was detained, and convicted.

On 22 January, 2010, someone slashed the tires of Lidia Pavlova’s company care. The windshield of her car was smashed several times during that year as well as in 2011, but Pavlova did not report all the incidents. She also did not report the burning of her mailbox on 27 May, 2012. Pavlova is the recipient of a 2010 SEEMO-CEI Special Diploma for Outstanding Merits in Investigative Journalism and the 2009 Award for Courage in Journalism presented by the WAZ Media Group and the International Federation of Journalists.

So far, most reported attacks and threats against Pavlova have gone unpunished. In fact, combating organised crime is proving a challenge to Bulgaria. A European Commission report (REPORT FROM THE COMMISSION TO THE EUROPEAN PARLIAMENT AND THE COUNCIL: On Progress in Bulgaria under the Cooperation and Verification Mechanism) stated in July 2012:  “Systemic failures in law enforcement were recently demonstrated after two prominent convicts escaped enforcement of their prison sentence. The Bulgarian authorities failed to apprehend some of the most senior criminals of the country after an announced verdict was handed down by court. This must be seen as a major failure of the system.”

On the occasion of the Independence Day
