UCPN (Maoist) chairperson Pushpa Kamal Dahal has claimed that the decision to recommend murder-convict Maoist lawmaker Bal Krishna Dhungel for presidential pardon was actually taken during the previous Madhav Kumar Nepal-led UML government and that the current government led by his party only implemented the decision as per the spirit of the Comprehensive Peace Accord (CPA).
