Speaking at a programme in Kathmandu on Monday, senior leader of UML and former Prime Minister Madhav Kumar Nepal has stressed on the need for effective local mechanism for proper development at the local level. The local level government agencies--VDCs, municipalities and DDCs--are being operated by the civil servants after the dissolution of the local bodies about a decade ago.
