Nepali Congress leaders have ruled out the possibility of drafting new constitution through fresh election to the Constituent Assembly. Speaking at a programme organsised by Nepal Students  Union to mark the 89th birth anniversary late Girija Prasad Koirala in the capital, they also predicted of chaos and anarchy if the elections are imposed.
