Speaking at a programme on "Cooperatives in Mini/Small Hydropower Development: Opportunities and Challenges"  organised by Nepal Electric Central Cooperative Association Limited (NECCAL) and Water and Energy Consultants' Association Nepal (WECAN) in Kathmandu Tuesday, secretary of Cooperative and Poverty Alleviation Keshav Prasad Bhattarai informed that the ministry was doing homework to introduce master plan aiming to boost the cooperative sector and better regulate it.
