UCPN (Maoist) leaders in the opening ceremony of the party's 7th...UCPN (Maoist) chairman Pushpa Kamal Dahal presented his political document in the party's central plenum that kicked off in the capital Tuesday.

He presented his draft at the start of the closed door session following the inaugural ceremony. Fourteen groups have been formed to discuss the draft and pass comments on it.

Dahal will answer the questions raised by the plenum representatives after the debate.

Maoist sources said Dahal has proposed strict measures to 'manage' internal debate and discourage factionalism. While admitting weaknesses of the party leadership over the failure to promulgate the constitution from the Constituent Assembly, and to avert split in the party, he has emphasised on drafting the constitution from the CA with identity-based federalism.

Once adopted by the plenum, it will become party's official document on policy and organisational matters.
