According to the existing statute the president and 50 per cent of the central committee members are elected by the general convention, while the remaining 50 per cent central committee members and all office-bearers are nominated by the president.
The draft prepared by a committee coordinated by Krishna Sitaula also proposes for limiting a maximum of two terms for a party president. If such provision is endorsed by the upcoming general convention, NC president Girija Prasad Koirala will be ineligible to run for the post of president by default.
The committee tabled the draft for discussion at the central committee on Tuesday. If the central committee approves the draft, it will be tabled in the 12th general convention to be held later this year.
