The meeting of the Constituent Assembly has been postponed for an indefinite period from Tuesday as some of its thematic committees failed to submit their concept papers and preliminary drafts within the deadline.

CA meetings were put off after it completed discussions on the concept paper and preliminary draft tabled by the committee to determine the number and provisions of constitutional bodies on Tuesday. However, many issues about the constitutional bodies remain unresolved.

Seven out of eleven thematic committees are yet to submit their concept papers and preliminary drafts, while discussion on the papers presented by the other four has been already completed.

With only ten months remaining for the stipulated date of launching the new constitution, and the CA and its committees missing deadlines time and again, the timely completion of the constitution looks uncertain.

The smooth functioning of the CA is badly hit by the lack of chairman in the Constitutional Committee (CC). The position of CC chairman has remained vacant ever since its erstwhile chairman Madhav Kumar Nepal got elected as the Prime Minister.
