To reduce traffic congestion, the traffic police have enforced new regulations for school buses according to which the buses must enter the schools before 9 am and drop the students to their destinations by 4.

This is going to be a very important step in reducing traffic congestion in the Kathmandu Valley.

I don't think this will work. I don't like it in fact. It is very impractical and unnecessary. Traffic police are behaving as if they have right to enforce sweeping laws.

It is a welcome step from the traffic police. Since the office time starts at 10 am ends at 5 pm it will reduce the traffic congestion while students can reach schools on time and return home a bit early.
