The government has formed a high-level mechanism under the leadership of Finance Minister Dr Ram Sharan Mahat for the implementation of the Development Aid Policy. The Ministry of Finance unveiled the policy on Friday.
Vice-chairman of the National Planning Commission (NPC), Chief Secretary, Governor of Nepal Rastra Bank, Secretaries of Ministry of Finance, Law and Foreign Affairs along with Women, Children and Social Welfare are the members in the 11-member mechanism, according to the Finance Ministry.
Likewise, secretary of the NPC Secretariat and financial comptroller general would also remain as members while chief of Foreign Aid Coordination Division at the Finance Ministry would take charge of member-secretary on the mechanism.
The aid implementation mechanism shall invite ministries' secretaries, representatives of the private sector and civil society as the observers or invited members based on their affiliation and expertise.
As per the policy, no government body is allowed to seek foreign aid without an approval from the Finance Ministry while the bodies are not given rights to float the development project proposals without consensus from the NPC.
Likewise, the development partners should write to the bodies concerned only through the Finance Ministry for the implementation of any program.
