Although a meeting of the High Level Political Commission on Saturday decided to wait for the court’s verdict on who will call the first CA meeting, senior leaders of CPN-UML and UCPN (Maoist) are meeting on Sunday to discuss on the issue.
Senior leaders of CPN-UML and UCPN (Maoist) are expected to convene at the office of the Peace Trust Secretariat in Babarmahal at 4pm on Sunday to discuss whether President Ram Baran Yadav or Chairman of Interim Government Khil Raj Regmi should summon the first meeting of the Constituent Assembly.
President Ram Baran Yadav has been intensifying consultations with leaders to pull them in his favour. Nepali Congress has been saying that that as the head of the state, the President should call the first meeting of the CA but CPN-UML has been speaking in favour of Regmi, the chairman of the interim government.
As per the constitutional provision, the first meeting of CA shall be held within the 21 days of the publication of CA candidates' final name list in the national gazette. Article 51 (1) of the constitution provides that the President shall summon the Legislature-Parliament meeting time to time on recommendation of the Prime Minister and Article 51(2) states the President would prorogue the House session on recommendation of the Prime Minister. However, Article 69(1) specifies a provision that the first meeting of the CA would take place at the call of the Prime Minister.
