NC Mahasamiti discussing statute draft

Nepali Congress Mahasamiti has begun discussion on statute draft Monday after Krishna Prasad Sitaula tabled the draft at the closed session of the meeting, this morning.

The draft prepared by a committee led by Sitaula has been tabled with three separate options on the clauses related to the authority of party president.

The copies of the draft were made available to the delegates only this morning. Some delegates have demanded for more time to study the draft before beginning the discussion.

The first option of the draft has a provision where the party president will nominate 50 percent of the CWC along with all vital positions. Second option includes a provision where the general convention will elect 80 percent of the CWC members and the CWC will elect the candidates for the vital posts. And the third option includes a provision where the general convention will elect 80 percent CWC members with all vital positions.

NC CWC decided to table the statute draft with these options after it could not come to a consensus on the issue. In their speeches yesterday, leaders had expressed different opinions on transforming the party from the existing presidential system to a multi-post leadership system.

Three other reports have been tabled at the Mahasamiti on Sunday. Party general secretary Bimalendra Nidhi tabled the organizational report, vice president Ram Chandra Poudel tabled the political report, Gopal Man Shrestha tabled a report on state restructuring and Chakra Bastola presented a report on some fundamental issues in the new constitution.

Nidhi's report, which summarized and reviewed the political ups and downs since the 12-point agreement in New Delhi, was passed on Sunday itself.
