Major parties presented their diverse view on form of governance that federal Nepal should have once new constitution is adopted.
Speaking at the meeting of the Constituent Assembly Committee on Determination of Forms of the Governance of State on Wednesday morning, Nepali Congress Parliamentary Party Ram Chandra Poudel mentioned that his party favours constitutional president and executive prime minister.
The committee had called the senior leaders of the major three parties to present their views on forms of governance and election system.
Poudel said his party supports election of president through state assembly and prime minister from the central parliament. According to him, the prime minister should be answerable to the parliament for any acts of the government.
He said, to keep check and balance in power to ensure no absolute rule is imposed in Nepal in future, parliamentary form of democracy is the only alternative. Poudel said mixed elections system, same as it was adopted for CA elections, should be adopted in new Nepal. He said party having majority votes in the parliament should be the legitimate party to lead the government.
Unified CPN (Maoist) vice chairman Dr Babu Ram Bhattarai said his party supports directly elected executive president and less powerful prime minister. Dr Bhattarai stressed for full proportional system of election.
Contrarily, CPN (UML) presented its view for directly elected prime minister and ceremonial president. According to party view presented by UML leader Bharat Mohan Adhikari, the president must be elected by federal and central assembly. Adhikari also extended support for mixed election system.
The committee is scheduled to discuss the issue further with the parties on Friday. nepalnews.com
