United Nations Mission in Nepal (UNMIN) has said the incident of Maoist affiliated People's Liberation Army (PLA) combatants coming out of the cantonments with arms was a serious breach of Comprehensive Peace Accord.
UNMIN expresses serious concern at the incident, which violates commitments made in the Agreement on the Monitoring of the Management of Arms and Armies of December 2006 signed by the Communist Party of Nepal (Maoist) and the Interim Government, says a press statement issued by UNMIN Tuesday evening.
Police had arrested about two dozen PLA combatants with arms from Kapilvastu Monday. They were later handed over to UNMIN officials, who verified the combatants and the arms they were carrying, the same evening. The combatants were left at their cantonments in supervision of the UNMIN arms monitors.
UNMIN has said, it is continuing the investigation on this incident and will also raise the issue in the Joint Monitoring Coordination Committee (JMCC), which is responsible for supervising compliance with the implementation of the Agreement on the Monitoring of the Management of Arms and Armies.
Earlier today, UNMIN chief Karin Landgren, who is on a visit to eastern Nepal told civil society members and human rights community in Biratnagar, the combatants were not allowed to take out arms meant for the security of the cantonments. nepalnews.com
