The Unified CPN (Maoist) has formed 18 departments resembling the ministries of the government.

A meeting of the party’s Joint National People’s Movement Committee on Sunday formed the departments. Many of the departments are coordinated by party leaders who were ministers in related ministries in the Maoist-led government.

Dr Baburam Bhattarai, who was the finance minister in the previous government, is the coordinator of the Planning and Finance Department.

Likewise, Giriraj Mani Pokhrel, the former health minister coordinates the health department and former tourism minister Hisila Yami coordinates the tourism, physical infrastructure and science department.

Along with the central departments, the Maoists have also decided to form local bodies.

Maoist leaders say, the departments and the local bodies will not function as a parallel government yet, but can be converted to one if such situation comes.

“It will not be parallel as of now, but the people can form their own local bodies if need be,” said Lokendra Bista, coordinator of the newly formed agriculture and cooperatives department.

In in 50s Nepal Govt. considered Maoist as a JUSHE Party and didn't care but
emerged as powerful and agresive party in Nepal. If this time also Govt and
poeple of Nepal is not ready to take a right decision than result will be face
by citizens of Nepal itself not by others. BE AWARE.

Peace was far from the sight and with these kind of actions it's even gone far.
Where in the world we are living. These people are pushing the country even
backward rather than moving forward. It's a pity that we ordinary nepalese are
not raising voice against these misdeeds. Instead we invite them to do even
worse.

It is the normal norm in democracy to form a shadow government by the opposition
party.

Some of them who are posting comments here seem to be unaware of the
procedures that is being adopted by the opposition. They are posting comments as

Since U guys can't form government in real life, satisfy by forming puppet or
pseudo government. Don't these guys feel ashamed of themselves? Its like
children playing, man. this prooves that all of the maoists are brainless and
childish. they had a golden chance to rule the country and spread their
ideologies and philosophies. But, now, gone are their days. I had read one story
when I was a child and it goes like this,.." once a dog got a fleshless
bone. Holding the bone between its jaws it was crossing a river through a
bridge. It saw in the water that there was another dog with a bone in its mouth.
The dog didn,t know that it was its own reflection. As the dog was greedy, it
tried to snap the bone in reflection and lost its own bone"...so are the
maoists. They were so greedy that they wanted everything in a month. But in the
haste they lost what they had. Poor guys.
