Addressing the function, Koirala said NC should not transform from its existing presidential system and urged the Mahasamiti members not to endorse the amendment statute which makes the party president powerless.
Koirala, who appeared at the meeting venue with a doctor due to his poor health condition, also urged the Maoists to come to a consensus.
I will strive for consensus, said Koirala. I will try and talk with Prachandaji (Maoist Chairman Pushpa Kamal Dahal) by this evening and try to convince him to come to a consensus.
Earlier, Koirala had time and again requested party Central Working Committee not to call Mahasamiti meeting this year as the party is also organising the general convention. The Mahasamiti meeting venue was changed from Birgunj to Kathmandu keeping in view Koirala's health condition.
The three-day meeting of the Mahasamiti is expected finalise the amendment draft of the party statute before taking it to the general convention for approval.
Although the CWC held several meetings to give a final shape to the statute and table it at the Mahasamiti only for approval, CWC has left some contentious issues for the Mahasamiti to take a final call.
The amended party statute is being presented with three options. The first option includes a provision where the party president will nominate 50 percent of the CWC along with all vital positions. Second option includes a provision where the general convention will elect 80 percent of the CWC members and the CWC will elect the candidates for the vital posts. And the third option includes a provision where the general convention will elect 80 percent CWC members with all vital positions.
Most NC leaders are for the third option. However, a consensus for this was not reached as some leaders including acting president Sushil Koirala, Sujata Koirala, Bal Bahadur KC, and Prakash Sharan Mahat, among others stood for the continuation of the presidential system.
Mahasamiti is the second most powerful body only after the general convention in NC. There are about 1250 members in the Samiti. A Mahasamiti meeting has been called after a long time. Over 1200 members have come from various districts to participate in the meeting.
Four working papers on different topics will be presented by CWC members including Krishna Sitaula, Bimalendra Nidhi and Ram Chandra Poudel at the three-day meeting. nepalnews.com
