Failing to prepare the first draft of the new constitution as per the schedule that has been amended nine times, the Constitutional Committee (CC) under the Constituent Assembly (CA) has called for an emergency meeting of all parties represented in the CA.
As per the amended scheduled, the CC should have prepared the first draft of constitution by Friday. However, the committee has so far received only two reports of the thematic committees from CA, which are rather raw. Important issues like form of federalism, legislature and judiciary under new system have not been resolved.
The CC has called all top leaders including Maoist chairman Pushpa Kamal Dahal, NC president Girija Prasad Koirala, UML chairman Jhala Nath Khanal, Prime Minister Madhav Kumar Nepal, Madhesi Janadhikar Forum (Loktantrik) chairman Bijay Kumar Gachchhadar, Madhesi Janadhikar Forum chairman Upendra Yadav and Terai Madhes Loktantrik Party chief Mahanta Thakur. Despite being members of the CC, the topleaders rarely attend committee meetings.
The CC is set to seek views from parties regarding the deadline for new constitution during the meeting scheduled for Tuesday. The CA has only 80 days to promulgate the constitution.
Recently, the CC failed to pick up the pace for constitution writing as top leaders of the parties engaged on seeking alternatives of the current coalition government through the High Level Political Mechanism (HLPM).
However, the parties still continue lip service to promulgate the constitution by May 28 while few have floated proposals for extending CA term by another six months.
