Unified CPN (Maoist) Vice Chairman Dr Baburam Bhattarai has said his party is ready to finish the important task of integration and rehabilitation of Maoist combatants by separating those among them who want to be integrated into the state security forces from those who do not. He also said that this will be done by bringing the Maoist combatants under the Army Integration Special Committee (AISC).

The Maoist chief ideologue gave this assurance in a meeting with chief of United Nations Mission in Nepal (UNMIN) Karin Landgren at his residence in Shantinagar on Thursday.

Bhattarai reiterated his party's official stance of formation of a national consensus government for timely drafting of the constitution and said his party is also in favour of extending the mandate of the UN political mission until the successful conclusion of the peace process.

It is learnt that Landgren agreed with Bhattarai on the issue, stating that a government formed on the basis of parliamentary majority instead of consensus among parties would be weak and will not be able to take the peace process to a successful conclusion.

Landgren also expressed concern that the issue of integration and rehabilitation of Maoist combatants has been sidelined as the political parties concentrate their attention on formation of the new  government. nepalnews.com

naran bhatt  - Every one knows this Ms. Landgren   |113.199.181.xxx |2010-07-30 14:44:47
Ms. Landgren, every one is clear about it. Majority govenment won't be able to
resolve the current crisis facing the country.

And Baburam comrade, people
have no faith on what you people say. And you speak different langauge depending
on the audience. How can the people trust in you, a party that rejects the
agreements and commitments signed by it and its senior most leaders. Now tyou
will go ot party cadres and say that you did not say Landgren about army being
brought under the committee.

And people know also that despite your written
commitment to United Madhesi Morcha's demands, you are certain to disregard it
after. I don't think the Madhesi leaders are so foolish to believe on you and
vote for you. Let us see.

Is it because army integration has not ocurred?

Is it because the
paramilitary wing has not been dismantled?

Is it because siezed property has
not been handed back?

Who are you going to blame for the lack of progress
for all these months and months? NC? UML?

... And the rest of the parties and the one who has PM can also have
chairmanship on different major committees, including Rajya punarsanrachana
mantri/ committee. Some thing like this: Just give these allocations to be made
by UML, Madhesi and Minor parties. Finally, Make a STRONG National COORDINATION
committee to guide the government on its decisions by key PARTY CHAIRPERSONS of
5 Major parties Plus representatives from Nagarik SAMAJ, 3 Past CHIEF justices,
3 Past PMs. If you come up with some CREATIVE ideas like this, rather than just
focusing who will make govt on majority, Nepal is going to move forward.

Creative Thinkers in parties should think of other ways to make government on
consensus by: 1. Give choice of PM plus ONLY THREE MINOR ministries to One party
(after the others have chosen); 2. CDMP/peace process CHAIRManship plus FIVE
Second most important ministries (eg. Foreign, Water Resources, Defense,
Industry and Local Development) to One party; 3. The BEST 2 (Only TWO)
ministries (Griha + Finance) plus Vice- PM to third party. And Madhesi parties
can chose any 5 or 6 ministries they like after #2 and #3 had chosen, only after
which the party which chose to take PM can chose the last 3 ministries. As the
most seats in CA, Give Maoists to chose first ANY ONE OPTION among these, then
to NC and then to UML. All the remaining seats, like sansadiya, bibhagiya
mantri, etc. all minors can be given to small parties who are second to major
madhesi parties. And the rest of the parties and the one who has PM can also
have chair...

Is Ms. Landgren has the diplomatic right to say that majority government would
be weak and will not be able to take the peace process to a successful
conclusion? Why so called political leaders, elite groups and leaders of civil
society are being "Tooth-Less".
