The Ministry of Labour and Transport Management (MoLTM) is mulling to come up with Labour Commission (LC) within the current fiscal year. Trade unions have long been clamouring for LC in order to smoothly settle labour disputes.

According to media reports, MoLTM has already chalked out the first draft as well as started the second round of consultations for further revision.

Consultations on the draft, it is learnt, will begin from Friday.

LC has been proposed as a semi-judicial legal entity which would be assigned to act as an advisor of the government.

The draft has envisaged that the existing Central Labour Advisory Committee (CLAC) and National Welfare Fund (NWF) will function under the LC. Currently, CLAC and NWF are working under the direct supervision of MoLTM and Department of Foreign Employment (DoFE). In a linear fashion, as per the draft, Labour Coordination Section of the ministry and Labour Court will be merged in the LC.

The new draft - National Labour Commission Act - was conceptualized in conjunction with the basic principles propounded by International Labour Organization (ILO), which is working to enable labourers to have easy access to justice.

It is said that a labour expert will head the seven-member LC executive body and there are no strict criteria for other members except they should be associated with labour issues. Members of LC are supposed to be appointed by the government. According to the draft, it will function like an appellate court and deal with individual cases as an appeal against the decision of labour offices.

The concept of LC was forwarded by the previous Maoist-led government and the budget 2009-10 has also accorded major priority to its establishment. nepalnews.com

Hello dear Nepali brothers and sisters,

Are we waiting for foreign
people
to
ask us what action we are required to under take for improvement
of
things
in our country ? Is it a culture ? I appeal to all my friends, Let
us
be
honest to call spade a spade. Let us oppose reckless driving and
blasting
horn causing deaths and injuries every day making many orphans, widows
and life
long physical disability, because of this lawlessness (chhada
pan).
Weare
immitating the western civilisation on
various things like
wearing of
attire,
using the modern equipment, working
and almost whole life
style, but
failed to immitate their discipline along with them. Let us oppose
the bad
doscipline on the Nepali roads. They are terrorising by horn and
speed
!!!!
