MCC approval with explanatory declaration was positive: Dahal

Chairman of the CPN (Maoist Center) Pushpa Kamal Dahal 'Prachanda' has clarified that in order to protect the political achievements of the people during the struggle, the House of Representatives has sought to find a way to ratify the MCC agreement with an explanatory declaration.

        Speaking at a press conference held at his residence in Khumaltar today, he said that the MCC agreement was ratified with an explanatory announcement as the political achievements were in danger and the peace process was in danger. "After the MCC agreement was approved by the parliament with an explanatory declaration, the country has survived the accident, the constitution has survived," he said. I am very happy. ”

        He said that he has been taking continuous initiative from the very beginning to bring MCC to a conclusion. "Without MCC approval, not only the change of government but also the achievement was in danger of being reversed. Preparations were underway to break the alliance and create a new equation," he said.

        Objecting to the allegation that he had played a double role in initiating the MCC to reach a conclusion with national consensus, Dahal said that it was taken forward with an explanatory declaration as the country, constitution and democracy were in danger due to the MCC.

        He also said that discussions have been held with former Secretary General of the South Asian Association for Regional Cooperation (SAARC) Dr. Arjun Bahadur Thapa to find a way to make the MCC agreement in the national interest as another alliance is being formed with the MCC. "Dr. Thapa and Surya Prasad Subedi, an international law expert in the UK, and some other legal experts in Nepal informed that the agreement would be legally ratified by the parliament with an explanatory announcement. After that, I became convinced," Dahal said.

        He said that the agreement and the declaration were ratified together with the aim of gaining international legal recognition. "Explanatory declarations, resolution proposals are not a common issue, they are the rules established by international law," he said. "This has prevented Nepali society from being divided. We should all be proud."

        He said that the then Prime Minister KP Sharma Oli had rejected the party's proposal to approve the MCC with the intention of concluding it. He said that the proposal was also made with the then opposition Nepali Congress. "The Nepali Congress agreed to it, but Chairman and Prime Minister KP Sharma Oli said that not a single letter of the agreement would be changed.
